Hello,

Please log this written request with the city's FOI intake and route it to the appropriate record holders. Please use this email address for correspondence and delivery.

Under the Connecticut Freedom of Information Act, including Conn. Gen. Stat. §§ 1-210(a), 1-211(a) and 1-212, I request electronic copies of the following existing records.

This request concerns NHPD's Rekor automated license plate reader service. Please use the agreements and policies in effect when the city receives this request, including older documents still governing the service.

  1. The executed agreement, order form and pricing schedule governing the service, including incorporated exhibits, data-processing/privacy terms, and amendments or renewals needed to establish the current terms. Include any reseller agreement through which the city obtains this service. This includes terms governing data ownership, retention, deletion, vendor/subcontractor access, disclosure to other agencies, and any secondary use, sale or model-training use of city data. Naming a use here does not assume it is permitted or occurs.
  2. The current ALPR general order or operating policy and effective supplements covering collection, permitted/prohibited searches, required authorization or documented purpose, retention, deletion, preservation exceptions, exports, outside-agency access or disclosure, and auditing of use. A policy satisfying several topics need be produced only once.
  3. The most recent city-held data dictionary, adopted product specification or administrative data description identifying the fields retained by this service. This concerns field names and descriptions, such as plate text, timestamps, location metadata, images and vehicle attributes. It does not seek actual observations, images or device locations.
  4. The most recent existing administrative record showing the routine retention/deletion interval applied to the city's ALPR records, including any separately stated interval for images or associated metadata. An existing settings export, report or administrative record is sufficient; no new technical report, software development or system access is requested.
  5. Current interagency agreements governing outside agencies' access to or receipt of the city's ALPR data, and the most recent existing agency-sharing list or administrative export identifying those agencies and their permission types. This is limited to organization names and access categories, such as querying city data or receiving exports. Individual accounts and individual searches are outside the request.

The Independent already publishes Rekor's one-page data-practices statement at the link below. Another copy is unnecessary; this request seeks the city's own agreements and records. If the service is no longer active, please provide the most recent governing versions and any existing termination or final data-disposition record instead of treating all items as inapplicable. https://www.newhavenindependent.org/wp-content/uploads/2026/03/Rekor-Data-Practices-Agreement-2_page-0001.jpg

Please search the city offices maintaining these records, including NHPD, IT and Finance/Purchasing, and responsive administrative records the city maintains in its vendor-hosted service. No general email search, raw plate reads, vehicle images, personal search histories, camera locations, credentials, network diagrams or system access are requested.

Please provide existing electronic files by email or download link, retaining searchable text where available. For records already online, direct links to the specific documents and versions are sufficient. Please acknowledge receipt, identify the contact handling the request, and provide available records promptly in installments if other items need more time. Please identify the numbered items answered by each production. If an item needs clarification, please identify it and continue processing the remaining items.

For any withholding or redaction, please identify the record or category, cite the specific statutory provision, and explain its application. Please release reasonably separable nonexempt portions. If no responsive records are located for an item, please say so and distinguish that result from withholding. If another city office maintains an item, please route it there or identify the custodian.

I request a fee waiver under § 1-212(d)(3) because disclosure would benefit public understanding of government data collection, safeguards and public spending. If fees would apply, please provide an itemized estimate and the legal basis, and obtain my written approval before incurring any charge. Please continue with records that can be provided without charge.
