Hello,

Please log this written request with the city's FOI intake and route it to the appropriate record holders. Please use this email address for correspondence and delivery.

Under the Connecticut Freedom of Information Act, including Conn. Gen. Stat. §§ 1-210(a), 1-211(a) and 1-212, I request electronic copies of the following existing records.

This request concerns city-held records associated with the camera donation authorized in LM-2026-0218: https://newhaven-ct.legistar.com/LegislationDetail.aspx?ID=8032353&GUID=EBAB078E-6517-42DB-9174-0CF618680110

  1. The complete 1992 Yale–City of New Haven memorandum of understanding cited in the donation packet, including incorporated attachments, and any amendment or successor agreement currently governing the reciprocal camera-viewing relationship described there. This includes the original MOU even if a later instrument supersedes it; other superseded versions are not requested.
  2. Each currently effective camera-sharing/access agreement, addendum or written protocol governing reciprocal access between Yale Public Safety/Yale Police and NHPD or the city camera network in connection with that donation. Include provisions addressing who may authorize access, categories of accessible video or metadata, live and recorded access, searching, copying/exporting, retention/deletion, onward disclosure, permitted/prohibited uses, and oversight or auditing. Existing institutional or role-based permission descriptions are included; individual accounts and actual footage are not.
  3. Any executed donation/acceptance agreement and incorporated licensing or data terms for this donation, to the extent they establish ownership or control of the cameras or resulting data, responsibility for recurring costs, or Yale/city access rights. The public authorization order alone is not the executed agreement requested here.

For items 2 and 3, please use versions in effect when this request is received, including older documents still operative. If the donation was not completed or a camera-specific agreement was not executed, please provide any existing record of that status and the responsive records that do exist.

The April 24, 2026 cover letter describes reciprocal viewing privileges and references the 1992 joint MOU. The donation order, cover letter, checklist and fiscal impact statement already posted with the file need not be reproduced. This request is directed to the city for records it maintains; it does not ask the city to obtain Yale's unrelated internal records.

Likely record holders include Corporation Counsel, the Chief Administrator's Office, NHPD and IT. No general email search, individual account lists, footage, camera locations, credentials, network diagrams or system access are requested.

Please provide existing electronic files by email or download link, retaining searchable text where available. For records already online, direct links to the specific documents and versions are sufficient. Please acknowledge receipt, identify the contact handling the request, and provide available records promptly in installments if other items need more time. Please identify the numbered items answered by each production. If an item needs clarification, please identify it and continue processing the remaining items.

For any withholding or redaction, please identify the record or category, cite the specific statutory provision, and explain its application. Please release reasonably separable nonexempt portions. If no responsive records are located for an item, please say so and distinguish that result from withholding. If another city office maintains an item, please route it there or identify the custodian.

I request a fee waiver under § 1-212(d)(3) because disclosure would benefit public understanding of public/private access to city camera data and the responsibilities attached to the donation. If fees would apply, please provide an itemized estimate and the legal basis, and obtain my written approval before incurring any charge. Please continue with records that can be provided without charge.
